Safari "New Window" shortcut (⌥⌘N) doesn't work

This has been a longstanding issue for me. Using the shortcut does nothing. This issue persists even after quitting Safari, rebooting my computer, etc.


The ONLY time I can get it to work is after clicking on "File" in the menu bar then returning to Safari. It will then work for the remainder of my session. If I quit Safari and then re-open it, the shortcut again doesn't work.


Does anyone know of a permanent fix?

I did learn that in my computer settings under "Desktop & Dock", I have "Prefer tabs when opening documents" set to "Always". If I have it set to "Never", then ⌘N works to open a new window.


I want to always prefer tabs, unless I specifically request a new window with ⌥⌘N in Safari.
