My sons iPhone 12 has been hacked and he cannot install any apps from App Store nor can he sign out. The hacker has put passwords on everything he can and my son can’t change any settings plus he is using data. Any suggestions would help us please. He cannot even signin to his apple account

What did I do?-I completely took off all restrictions in Screen Time (parental control),locked out Screen Time password- and it works! Now I am fighting with Accessibility,which took full control over my iPhone.What about your settings in Voice Over, Assistive Touch, etc.? They make extremely easy access to all your settings.
If your son allowed someone else to sign in their own Apple ID, you will need that users password to log out. If you cannot get that, then you will need to provide the original purchase receipt from Apple or Authorized Apple Seller and you can then remove the Activation Lock on the device.
