How do I Zero my Apple ID balance and change country/region?
I have 0.31 $ balance in my account and I want to change my country of my account. how can I put the credit balance to 0?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
