How can I transfer full res images from PC to iPhone 15?

After years of chaos I decided to download my iphone photos and videos, organise them via itunes so I can mix them with my DSLR photos.

when uploading these via itunes they get automatically converted to 3 Mpx (at least videos are kept at 4k/hdr)

Is there any way of choosing full-res photos via itunes?

if not, is there any way of uploading the thousands of pics from a PC to iphone?

I don’t have a paid plan so iCloud is not an option.
