Can I transfer my iTunes library from my old MacBook Air to new MacBook when I buy one? Because of copyright issues will it be allowed? Also on my present MacBook Air I have 178 playlists set up in iTunes. Can the playlists also be transferred? Will the album are also be transferred? All together there are 3206 songs and 178 playlists.

If you use the Migration Assistant to set up your new Mac, using the old one, all your data will be transferred to the new one, including your music.
Please know that, in newer versions of macOS, iTunes has been replaced by the Music application. All your music will be in the Music application after the transfer.
It does, doesn't it? Apple decided a few years back to simplify iTunes as it was becoming a behemoth. Now the Music application is exclusively for your music, nothing else.

music is the only thing I used iTune for. hopefully some of the bugs I'v see repeating every once in a while will not show up in the Music app.
I'm thinking of replacing this 6 year old 13" MacBook Air next year with the same thing basically. any recommendations?
Well, I’m not in the best position to make recommendations; my Mac is an iMac, a desktop computer.
Why don’t you post a new question on the forum with information about what you seek, what software you’ll be running etc. There are plenty of folks here that would happily advise you.
