Tap the aA icon that you should see at the left of the URL address bar; this will activate a menu. Select Turn Off Content Blockers from the menu:

The web page should reload - and you can accept cookies as prompted.

Are you seeing the Reader View of the web page. This can be turned on for an individual page or for all pages.
