The phone was originally sold in China if it has two SIM slots. The model number was likely changed during a refurbishing process.
The phone was manufactured for use in mainland China and Hong Kong, so the phone was originally sold in that area and worked it's way to the U.S. through unknown channels. Someone likely messed with the model number at some point as well.
Whether or not the phone will work correctly in the U.S. is an open question.
If you are looking for warranty service on the phone, that is another open question as to whether Apple would cover this. Normally, phones are only covered in the country in which they are sold, except for the European Union.
iPhone 13 models and later also support two active eSIMs. Also, model number A2650 is United States and Puerto Rico.
