Can you lock just the cell FORMAT, not the cell?

I have several columns of cells in the Duration format. If I make a mistake entering the Duration, the cell format changes to Automatic (which does not include Duration) or Text, or Number, etc.)

You cannot lock a cell's format.

But are you entering Duration? If you use the input shorthand it's harder to get wrong.

For example instead of 11:30 enter 11h30m.

In English you have w, d, h, m, s, and ms to work with. In other languages use similar shorthand.

When you enter Duration using shorthand you can still display it as, say, 11:30 if you want, by picking that style in the dropdown.
