Are you using Optimized Charging? It is normal for the battery to not charge when plugged in and will fall to about 80%. This is to increase the longevity of your battery. Even with the lid closed that Mac is still using power.
I recommend to always have the Mac plugged in when next to power and only use the Battery when needed. That is the only way that Optimized Charging will effectively manage the performance of your Battery. The worst thing you can do is constantly run your Battery down to nothing everyday.
If you are continually seeing the battery drop well below 80% when plugged in, then you will want to look closer at your at the charging cable or power adaptor.
Starting up in Safe Mode may resolve the problem, compare the results then reboot again.
My advice will be to use the laptop when on battery and charge them later, MacBooks are designed with longer battery life and optimised wattage consumption
also monitor the battery consumption pattern in the battery application section that which application is consuming more battery.
