authorize and de-authorize

I have a new windows laptop and downloaded itunes app. I used to have itunes and are loaded on my ipad. I cannot remember how many computers (windows) over the years I'd authorized and I don't have any access to these anymore- they're all inactive or absolute. Anyway I de-authorized all devices thru apple id using my new laptop because I don't have access to those inactive computers.

When I opened itunes on new laptop I can see my music purchased but I cannot play them yet unless downloaded. This is the problem-because it asked me to authorize this new computer despite all devices were de-authorised, still I cannot authorize. Somehow there's is bug here. Can anyone help me please? Thank you
