Have you checked the volume on the AirPods Pros themselves ?

You can also: Adjust the volume of sound effects for AirPods - Apple Support
eg: effects when put in ears, alerts, etc.

As well as Mac's usual volume slider, you might want to check another slider is adjusted to suit:
Apple Menu > Settings > Sound > Output > Adjust the output slider
You can change the accessibility settings for your AirPods to suit your hearing needs
