The SERVER for email is on the Internet, waiting to send and receive messages all day every day on your behalf. you do NOT create a server on your Mac.

You need to establish a valid Account on such a server, and tell Mail what credentials to use to access your email messages on that server.

The most straightforward Server to set up and use is the iCloud Mail account you get automatically with your Apple-ID.
