As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as the original sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
Your description suggests that your acquired iPad has a management profile installed - and that the device is centrally managed by an Enterprise or Educational establishment. Devices that are supervised/configuration locked by an MDM platform can usually only be released from central management by the platform that manages the device. Be aware that Apple will not assist with removal of management profiles.
Unless you are lucky - and have the option to delete the profile from iPad Settings - you’ll need to seek assistance directly from the System Administrator who manages the device.
