Apple ID password reset - stuck in loop

I forgot my apple ID password.

I followed the process to recuperate my password on https://iforgot.apple.com

I do not have any other apple devices.

I went through the 2 week waiting period.

After 2 weeks I went to https://iforgot.apple.com again to try to reactivate my account with my email and phone number (I have a new iphone with an "interims apple ID", my old SIM and therefore same phone number, on which I got a passcode).

Instead of allowing me to reset my password, the same process started again, I will have to wait another 2 weeks.

How do I get out of this loop?
