After downloading PY Charm CE from JetBrains, I am unable to drag .dmg file to Applications. I have deleted the download and tried again, with no luck. Any suggestions on how to solve the issue?

usually one doubleclick on dmg file and it open a windows with it's content and one drags that to applications not the file itself
You've downloaded the wrong file. Download the Apple Silicon file. Normally these files should work on either platform, but the developers of PyCharm are unwilling or unable to accomplish that. It's likely that you'll experience additional problems.
The prohibition sign (no symbol) marks apps that are not compatible with your machine or OS, as found by Finder looking at some app properties. This may for chipset, or 32/64 bitness, or macOS version.
I have tried that but It doesn't seem to be possible....
