I can send text using the apple id that is signed on to the ipad, but i need to send text to the phone number assigned to the ipad by the the cellular data provider.

Sorry, but to the best of my knowledge, that's not possible. The number assigned to your iPad by your cell provider is for billing purposes only. LotusPilot, another experienced Community user, has provided more information here:
