I have a wifi only iPad and am wondering if there is a way of accessing external data (dongle?) for a bit as I am going to where there is no wifi access. I don’t have enough data on phone to hotspot it all the time

Presuming you mean cellular data, then the only option would be a hotspot of some sort. There's no other way to get access to a cellular network. Perhaps you can boost the data cap on your cellular account for just a short time?
