Apple Education Pricing is available to current and newly accepted university students and their parents, as well as teachers and staff at all levels.

In the U.S., at least, tax exemptions are for organizations.

Apple may have other programs for non-profit organizations with tax exempt status. I'd contact them directly.

No. Unless you have a tax exemption or you live somewhere that does not charge state taxes you would still have to pay the tax required.
