The option to allow WhatsApp to access contacts doesn't appear in settings

My job gave me a new iPhone (13) and after I set it up I restored WhatsApp with a backup from the day before, however while trying to add chats to existing contacts the "allow WhatsApp to access your contacts" pop up appeared and it took me to settings, but the toggle for contacts is not even there, although I do have the photos, microphone, camera, Siri and search, notifications, background app refresh, etc.

I have already reset the phone twice, deleted WhatsApp like 4 times, and nothing seems to help. I don't know if this is related to it but the phone is remotely managed by my company, pls help.
