I have started receiving warnings from known websites (like Google News) stating that suspicious network activity has been detected. The Hemmings iOS app shows similar warnings as I browse their listing. In both instances, I need to verify that I am a human before I can proceed. This can happen multiple times in the span of 10 or 15 minutes. How can I find out what is causing this behavior?

Delete the Norton app completely. You don't need it.

That's a scam pop-up. Someone is trying to get you to give them information or money.
I don’t understand how. I am clicking a Google News link in Safari, not some random link on a shady website.

The picture I was responding to said "www.hemmings.com". That appears to be a commercial website. Things happen.
Yeah I agree with ldrisSeabright I wonder is it a newer model or version? That’s all I’m thinking.
