I want to clone an external harddrive A to another eternal hard drive B and then autmmatically add or subtract new files from the original hard drive A so that hard drive B is a clone. can i do that using time machine?

Not with Time Machine.
You can do it with CarbonCopyCloner. In CCC you would do an initial clone of disk A to disk B; then set up a Scheduled Task to sync drive A to drive B on an ongoing basis. One of the scheduling options is "When files are modified on the source," which will accomplish the automatic syncing of the drives whenever something changes on your drive A.
