Not letting me text non apple phones even though I can see their messages

Hi! I cannot text people who have non apple phonoes on the default messages app (I also have a non apple phone). However, I can SEE messages they send, I just cannot respond. I can respond to non apple phones if I use alternate messaging system (I use whatsapp and can text anyone), but I cannot through messages and we have tried much to fix it.

I am unable to sent Messages to a non iPhone user from my iPad. I own an iPhone 14 Pro Max and and a new iPad Pro with cellular. When I text a non-iPhone user from my iPad, it does not go through. I can successfully text them from my iPhone, but the conversation does not show up on my iPad. (Does it have something to do with my two devices having two separate phone numbers?) Have you gone to Settings > Messages > and made sure SMS and MMS are both turned on?
