how do I format an external drive before installing to my iMac

when I try to install the Seagate Portable Drive I go thru Sytem Setting to get to Time Machine and when I try to add external driveI keep getting this message: No Available Time Machine Destinations. So i think I need to format my external drive. How do I do that?

iMac 21.5″, macOS 13.6

Connect the drive then use Disk Utility to format the drive. Make sure you select the top level of the drive for formatting.
