Thanks for clarifying, you must cancel any active subscriptions to change your region. You can cancel or just wait till the end of the subscription period.

If you are trying to change your country or region associated with your Apple ID, you will have to spend any remaining balance you have. If your balance is less than the cost of a store item, then Contact Apple Support and have them zero your balance for you. You can also purchase something more than your balance and the remainder will be billed to your payments method on file.
