How do I empty my App Store balance and change country/region?
i cant able to change the country in my App Store because the balance amount in my apple account so please clear that balance amount

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
