Is it normal for a newly bought Apple Watch to have a dead battery?

I bought series 9 watch from wallmart. but it was not having battery while I powered up for the first time

is it normal ?

The watch battery is rated for 18 hours of normal use. The watch left the factory weeks to months ago depending on how often the vendor's stock is turned over. Yes, having to charge the battery for a new Watch is common.
