Can't change Safari websites settings
Please see .gif below. This started happening on my new M1 Air that I restored/migrated to with Time Machine from a 2016 Pro on Monterey. Appreciate any help.

Sorry for the very late reply; the issue seems to be resolved after updating Mac OS and Safari.
Are you runing in an admin account?
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

If the new computer is going to be the Apple Silicon M1 / M2 / M3 Equipped Computer - would suggest Only Migrating the User Account and nothing more.
Some have had success and usually they are well experienced users who are capable in Trouble Shooting if some goes awry.
Others have been left with a mess when Migrating everything.
Issues that may exist on the older computer will be migrated to the New Computer.
This would badly pollute the new Original and Pristine installation of the new OS.
