If you have access to another device, iPhone, Mac or iPad that is already logged in to your Apple ID, then you can generate a new recovery key from it to access your account.

If you can't, then your Apple ID account is locked forever and Apple cannot help you regain access to it now.

As has been said. You need to find your key or generate a new key if you have another trusted device logged into your account. If you cannot do either, your account will remain permanently locked. Nobody can help you as you created a recovery key; only you have it.

If you lost your recovery key, and no longer have a trusted device and the Apple ID and password to disable the recovery key or generate s new one, then you are permanently locked out of that Apple ID.

If that lock-out happens, you might be able to migrate devices associated with that now-bricked Apple ID to a newly-created Apple ID, if you have proof of ownership sufficient to convince Apple.

Losing a recovery is bad, as the whole purpose of that recovery key is to prevent all other means of resetting an Apple ID password.

All WhatsApp chatter in this thread is entirely irrelevant to a lost recovery key.

If you can make a new recovery key, then you can log in to your account on the new iPhone, and should then be able to restore the Whatsapp backup on icloud onto it.
