If the CashApp app requires an iPadOS newer than the version your iPad can receive (I believe it can not receive iPadOS 16 or newer) then you will not be able to use it. You need an iPad that can receive eligible iPadOS. Not necessarily the most recent releases but one that can get at minimum iPadOS 16 but preferably 17 since 18 will be launching soon.
