"Complete your Apple Account" when I try to download something

So, I tried to download a game on the app store, and it told me to type in my password for my ID and everything and then it told me that my account has not yet been used in the app store, so I need to "review" my information. I added a card and all and it STILL won't let me download anything. Can someone please help it's making me angry.
