I purchased 4 $100 Apple Card’s at a local Walgreens

i received the activation receipts. I proceeded to open the back of the cards and from looking at the cards they never appeared being opened. Upon taking the card out of the folder one side of the back had scotch tape and the silver strip was covering the alpha numerical info on the front. Upon removing the silver strip someone had carved out the last half of the code. The serial number is intact on the back. Walgreens will not allow returns. How do I get my $400 back or 4 new cards?
