Shortcuts access to full menu of actions

Hello, I appreciate your help! 😊

When creating a new automation in shortcut app it gives me very limited options for actions (picture A), where almost nothing is possible.

However when I edit an already existing automation, I see different menu (picture B), here I'm able to achieve what I want.

It is frustrating because I am not able to access B menu when creating a new automation.
