i downloaded an app and While I can see it in my App Library, it is not appearing in the app list under settings. I deleted the app and re-installed it. Once again, I can see it in my App Library, but it is no where to be found under the setting’s list.
Any help would be appreciated.

No, not all apps have settings that the OS itself will recognize. If they don't, there's no way you can make such an app appear there. As Lobsterghost1 said, contact the developer and ask if this is indeed the case or if there's a problem of some sort with your installation of the app.

Not all apps have settings (at least not ones that appear to iOS itself), and most likely that app is one of those. If you'll tell us what app you're using, someone can probably confirm.

I looked in the App Store and there is indeed this app. But it's not owned by Apple, so you need to contact the app developer if you need help with their app.
