Easy - although the process may not be immediately obvious to users that are not completely familiar with iPadOS.
Using iPadOS multitasking is the easiest method to accomplish the task.
Assuming that:
a) you are using the iPadOS native Mail App - and
b) that the Mail App is in the Dock at the bottom of your screen, and
c) you have not enabled Stage Manager
... try this workflow:
1) From your Mail Inbox, tap the icon at upper right of the Mail window to create a new email message.
2) With the draft Mail window open, tap the multitasking button (...) at top-centre of the draft Mail window; from the available options, select Split View - choosing Left or Right Split as you prefer. The draft Mail window will move to one side.
3) Tap the Mail App icon in the iPad Dock; the screen will now show your Mail inbox on one half of the screen - and your draft Mail message in the other half of the screen.
4a) In the main Mail window, if your Inbox is not already visible, expose the sidebar using the Sidebar button at upper left of the window.
4b) With the Inbox visible in the sidebar, touch and hold the Mail message that you wish to attach to the Draft email. As soon as the selected mail message "pops" on the screen, drag the message to the Draft message window - then lift your finger from the screen. Repeat the drag process for other Mail messages that you wish to attach* as many times as needed.
(*) You can drag messages from other mailboxes selected via the sidebar. You can also use the more advanced multi-select method to move multiple messages in a single action, but for simplicity of this tutorial, I'll leave the additional description aside for now.
5) Complete the draft email with any additional text as required, entering the recipients email address and title of the email as normal. When you are finished, send the email as you would normally, or save the draft to edit and finish later.
The process is much more difficult to illustrate than it is to perform. Don't hesitate to ask for any clarification if it should be needed.

To the best of my knowledge, that's not possible with the included mail application in iOS or iPadOS, at least not one that will preserve all the headers and routing information. There may be a third-party email app that would allow this, though I don't know of any. If you don't care about that and just want to send the email in the same sort of look as if you printed it, post back and we can provide instructions for a workaround.
