Unable to Download Purchased movies from iTunes to my Mac due to "Unknown Error" -3201

I recently acquired a different Mac Air (2017, running Monterey) and I am having difficulty downloading purchased movies from the cloud. I keep getting an "Unknown Error" (-3201). I can download these items to my iPhone and my iPad with no issue... but NOT to my Mac. I was able to download some of them... but NOT all of them by disconnecting all peripherals and booting in Safe Mode... my Library lives on an external 12T drive. Is there a way to correct this issue? I turned off Firewall... logged out and into iTunes multiple times... nothing seems to work.
