Unable to create an itunes connect account

Whenever I try, I get an error that my account does not have a credit card on file. But when I check my account, there's a clear credit card on file. And when I hit continue on the page to keep going it just signs me out.


The support link on the FAQ for iTunes Connect is also broken so I can't even fill out the form to get to that team. Is this whole process to publish a book broken right now?
