If I create an image with my new Macbook and later want to recover it from an external hard drive can I use Macrium to do this and if not, is it possible with some other program?

Instead of creating system image, you can create bootable system clone on external drive with Carbon Copy Cloner or SuperDuper!.

Note that with all of the APFS-related and security-related changes Apple has been making in the last few years, it has become harder and harder to use bootable clone backups.
Those once were an extremely useful tool. Now, even though Carbon Copy Cloner can make them, its default is to back up just your data.
