can you set up auto pays for utilities on Apple Pay?
I would like to transfer my auto pay bills to Apple Pay but if the number keeps changing it seems I would have to keep updating with the utilities and merchants, subscriptions etc.

Bill payment is not a feature of Apple Pay. However, recurring payments like a monthly subscription can certainly be setup using Apple Pay is the merchant accepts Apple Pay. Like for the Apple Pay logo on the merchants website or app when you sign up for a subscription.
