Apple - we need a way to block anonymous and withheld numbers in all countries

It can be done on landlines, why not iPhones? I'm aware the call would still go to VM, but if the caller is genuine they will leave a message, if they don't leave a message, the phone owner isn't bothered by their call (or report any prank messages to the authorities or their phone provider).

Note, however, that Caller ID and call rejection support varies widely among cell carriers world-wide, so there may well not be any way any phone manufacturer could make such a feature universal. Talk to your cell carrier; they may offer some sort of block on such calls. And you can, of course, set your iPhone to silence calls from unknown callers (that is, numbers not in your Contact). That's not a complete block since the call still comes through your service, but it can reduce such annoyances since the phone won't ring and callers are sent directly to voicemail.
