Trying to add customs ringtones to 17.6.1 to Windows 11 itunes

I downloaded the MP3 files to itunes and turned it into an M4A using the ACC feature. The phone is not recognizing it. I have also used a 3rd party program to turn the mp3 into an M4R and added it to itunes which it sees and recognizes. But it will not add itself to tones when I drag it into my phone from either the file explorer or itunes library. I have three other custom ringtones that I have made in the past, but it could be windows 11 that is the issue. Does anyone know a solution?

I have also tried emailing it to myself and adding to my files but sounds and haptics does not see it either. Iphone 13 mini running the most current iOS as of 9/2/2024
