Connected HDD is shown in `System Information`, but not shown in Finder/Disk Utility

The SATA drive is not shown in Finder or Disk Utility when connected by USB-A cable. It used to work (and was formatted correctly previously)

However, the drive information could be found under 'About This Mac' > 'System Report…' > 'USB' > 'USB 3.0 Bus' > 'USB to ATA/ATAPI bridge', indicating that it is somewhat recognised. There was a warning about "USB drawing too much power" once.

The LED blinking pattern on the drive also changes from "– - - - – - - - -…" to only "– - - –". I tried removing some rust at the adaptor area, but nothing changes. What else could be the issue?

Here is the snip of the drive in 'System Information'. Are these values 'Current Available (mA): 500

Current Required (mA): 2' abnormal? How do I change the value?

I think those issues are sufficient to explain the problems you are experiencing.

The hardware is able to detect the device, but is refusing to connect as a safety precaution.

Get rid of that drive before it starts a fire.
