Can't connect iPhone to iTunes on PC

When I connect my iPhone 13 to my Windows 11 PC, I see the iPhone in the left pane. I also get a window asking if I want to upgrade to the latest iOS, 17.6.1. That is what the iPhone is running already. My choices are Cancel, Download & install, or Download only. No matter which option I choose, the window closes and the iPhone info disappears from the left pane.

I've restarted bothe devices and Windows is up to date. Looking for ideas to resolve this.
