For goodnote app, text replacement does not work.
the checkbox , i off and on but still does not work, when i got "show substitution", it is not enabled even.
I contacted the goodnote and 0% help.
Ipad work. only macbook not work.
Is there anybody has same issue?

macOS Terminal and iTerm2 are 2 more places Text Replacement does not work.
I assume that either the app needs to make explicit API calls to check for Text Replacement triggers, or it needs to use an Apple framework for the edit box.
There are 3rd party text expansion utilities that filter everything you type and provide this service.
Since you want both macOS and iPad, do a web search for
“cross platform text expansion”
The latest version on the Apple Apps Store is 6.3.59
Apple can’t fix the Users’ choice of Third Party Applications installed and use on this computer.
That clearly falls Out-Side of the Domain of Apple and belongs solely with the Third Party Application Developers

The builtin " Notes " and not the Goodnotes application
Though, it is fixable in many ways and does included Text Replacement
