I lost my iPhone 13 Pro phone, but it says in the locator that there are no devices, on the iCloud website itself, the phone data is displayed in my devices and the note "Find iPhone turned off" is on it. Can you tell me who can find the location of the phone by serial number or imei?

no, the serial number is of no use

the IMEI could be in theory, if the law enforcements in your country get a warrant they can force the carriers in your country to triangular track the device, this as far as I know only really been used in cases of missing persons though.
