I get reminded about this every time that person has contacted Apple since all replies comes to me!! Strange that this person isn't wandering why Apple never replies to him!!

I doubt there is anything you can do about this but you are welcome to ask Apple.

Note that even if Apple were to do something about the account, it is unlikely you could ever use that address as an Apple ID again. Apple will only let an address be used once as an ID, even if a previous account using it is deleted.
Well I didn't think so, I just got mail about a recent iPhone service asking me to rate it......
