This is definitely an Apple issue. It’s happening everywhere and every time I get on the net via Safari (from my iPhone 14 Pro) and yes, I have cleared history and website data, it doesn’t matter.

This issue seems to be happening only, or at least primarly, on news sites. This may be an attack similar to the Wordpress Popup Builder attack that happened earlier this year where over 7000 website were compromised in a similar fashion. We'll need to wait and see what the many security analysts come up with.

Have had the same popup multiple times this morning on multiple sites. Updated software, cleared browsing history and it is still happening. Hopefully Apple sort this out quickly!
same problem here. Closed and restarted iPhone, then got the same pop-up on a different website.
Screenshot would be helpful. A popup when visiting a website was done by that site and would be an ad where that site was paid to show that to you.

Got another one this evening, while at the TPM website, a news site
Received the same popup several times since updating iPhone to iOS 18. Most recent happened while browsing komonews . com.
Well, then, call Apple Support and see what they say.

I’ve gotten it multiple times across several websites, at least 3. Didn’t think to do a screencap but will if it shows again. For now I’ve restarted my router and my phone, in case it was an injection that way.
It's almost certainly a malicious injection of a malware component onto various websites or possibly into Wi-Fi routers (the latter doubtful but possible), trying to infect your device. It can't harm a iPhone or iPad and probably can't harm a Mac, though the latter is possible. In any case, just close the popup. Do not allow the download.

This is not anything Apple can sort out since it's not a problem with your device. This is a scam infiltration happening on those websites or in network routers somewhere. If the problem persists, try rebooting your router, though it may well not be an infiltration there.
