First for beta software, it is expected that features will not work correctly and there is no support available until you restore the latest shipping release of iOS 17.
The region for your payment methods must match the region your device is set for. You cannot change the region of your payment method to make it different then your device. To change the region of your device, you will need to remove all subscriptions from your payment method and wait for them to expire or contact Apple to have them expire immediately.
