Download folder content on Mac not showing on iPhone or iPad

The issue is simply in the title.

I search the web, without solutions.

iCloud+ sync is on.

So far, everything seems synchronized (Documents and other folders) EXCEPT the Download folder.

Each Download folder in Mac, iPhone and iPad has a different content, seems like content from LOCAL.

I read that I should have 2 download folders in iPhone or iPad. One local and the other iCloud.

However, I don't have 2 download folders. Only a single one...

Any help would be appreciated.

Thanks

MacBook Pro 15″, macOS 14.6

Isn't that interesting-- I hadn't really looked at the Downloads folder in iCloud, before. On my Mac, it is different from the Downloads folder in my User folder. I'm not really sure where the iCloud Downloads comes from-- maybe someone else here will know. The items in there seem to be more than 5 months old.

The iCloud Drive-Downloads folder is the same on my Mac, my iPhone, my iPad, and at iCloud.com. I can take a file from my Mac-Downloads and move it to iCloud Drive-Downloads, and it becomes available at iCloud Drive-Downloads on my iPad. (Like any folder to folder move on a Mac, this is a move, not a copy, so the file is removed from my Mac-Downloads folder and appears in my iCloud-Downloads folder.)

The iPad and iPhone don't have a native Downloads folder-- it uses the Files folder for Downloads, apparently. So there is only one Downloads folder in iOS and iPadOS. There are two available on the Mac-- at least if you have Downloads in iCloud, and I'm still not sure where those files came from...
