As Lawrence said, unless you purchased directly from Apple, Apple cannot help you. Go back to whoever you bought the iPhone from and get them to either fix the problem or take the iPhone back and refund your money.
Did you personally purchase it NEW directly from an Apple store? If not, Apple cannot help you.
In addition to the above, blacklisting is done by the carriers. If it's been blacklisted, that's because it was reported lost or stolen.
