Why won’t my iPhone recognize Face ID after a restart?
I have cleared the previous face recognition, I have turned phone on and off Pone still does not recognize face ID

You stated that you have cleared the previously setup Face ID. If you have removed the previous Face ID information, then the iPhone will not recognize your Face.
